The next

RUYTON XI TOWNS SEPTEMBER 2016
PARISH NEWSLETTER

Pictured above the new basket ball play area at Doctors Meadow; which has been well used by our young people during the summer holidays.

The installation has been financed by your Parish Council; following a request from our young people.

Total cost of the project to date; £5,371 part  funded by grants from:
£1,000  Severn Trent
£   500  STAR Housing
£   500  Shropshire Council.

Since its installation local people have commented on the need to improve/change equipment at other local play areas located in the village, why not let your local parish councillor know your views. Your views are  important and will help to shape the future of our local play areas.

OUR LOCAL ENVIRONMENT - OUR VILLAGE - OUR SPACE
(Pictured above  is one over grown hedge on School Road before it was cut.)

Ruyton XI Towns Parish Council is active in keeping the communal areas of the village environment tidy.  We'd like to remind residents that they have a responsibility too, to keep any boundary they share with the pavements and road clear from vegetation, like nettles, over hanging branches, and hedges.

Please keep these cut back to enable pedestrians to walk freely without venturing into the road.  It's particularly important for those with restricted mobility, for pushchairs, and wheelchair users.
Thank you for your cooperation in this matter and many thanks to those of you who do keep your hedges and verges tidy.

THE RIVER PERRY - AT DOCTORS MEADOW, LOOK WHAT WAS RECENTLY DRAGGED OUT....
These branches are clearly the result of tree pruning and the large planks are anybody's guess. These were dragged out of the river Perry approximately a week ago. The dumping of garden waste and the like in the river will lead to reduced flow and possibly result in flooding for properties upstream - apart from being illegal and contaminating wildlife! Given that the Environment Agency seldom visits, the Parish Council would ask that all residents be reminded of their obligations regarding the disposal of garden and other waste.  Shropshire Council provides an excellent green bin and recycling service please use it!

Please help us to maintain our local open spaces; which we can all enjoy!

COUNCIL TAX - THE PARISH COUNCIL PART - THE PRECEPT

As you may know from the various media reports Shropshire Council's budget has been reduced over recent years due to reduced funding from Central Government. In addition in recent years Shropshire Council decided not to increase Council Tax – despite the fact they were allowed a 2% increase by the Government. This means that their income is some 15% less than it could have been. These decisions, combined with the reduced contribution from the Government to local Councils means that they have a shortfall  in their budget.

Shropshire Council's solution to this problem is to invite Town and Parish Councils to take on responsibilities for some services they currently provide. This includes maintenance of our recreation areas such as Doctors Meadow, (grass cutting, safety inspections etc) but could also include leisure centres such as those based in Oswestry and Shrewsbury even contributions to subsidised bus routes.

It is not clear how this would work in practical terms – the 576 bus route passes through several Town and Parish Council areas and the leisure centres are used by people from a large geographical area including Ruyton XI Towns.

This means that the Parish Council will in all probability need to take on some of these duties.Clearly taking on financial responsibility for these services can be very expensive. Just taking on the cost of maintaining our recreation grounds could result in us doubling our Precept which is currently £18,000; obviously this is a substantial increase which we felt you should be made aware of.

We, the  Parish Council are considering the way forward with our neighbouring Councils. We will keep you informed as discussions progress.

Our 2015/16 accounts have been verified as accurate by the external auditors Mazars and can be viewed via the link below:

Can you help?

Message from Chrissy, RATS.

RATS PANTO COSTUMES

Yoland very kindly advertised free material a few days ago, but I was not quick enough to get it! So if anyone has any pieces of fabric - anything- at least a metre in length, please could I have it for RATS' costume- making? I could collect any time to suit you.

If anyone would like to assist by making 1 or 2 costumes (or more) that would be great too. Thank you.

Runner beans

I have put a couple of buckets of

RUNNER BEANS outside Brownhill House.

PLEASE HELP YOURSELF!

Some might be a bit tough but take enough to sort the `wood from the trees`.

Runner beans make a great salad with chopped tomatoes, onion and dressing - a nice change.

Cheers, Yoland

Arts & Festivals in Oswestry

Message from Qube, Oswestry.

Arts and Festivals Free Network Event 14th September at Qube, Oswestry

Artists, community and voluntary art organisations and anyone interested in the arts, are invited to attend an Arts and Festivals Network Event on Wednesday 14th September at Qube (Oswestry Community Action), Oswestry from 6.00pm.

The event will feature a presentation, artist talk, workshop and opportunity for a pre preview of the Qube Open Art Competition Exhibition;

  • Update on Qube's Programme, including; exhibitions, the launch of Qube Arts Open 2016 and new workshops for and delivered by artists.

  • Artist talk by Keith Maiden, a portrait and figurative painter, who uses an unusual mix of acrylic, ink and graphite in his work.

The talk will explore Keith's journey from winning the 'people's choice' at Qubes Open Art Competition in 2012, to becoming a successful professional artist. Since 2012 Keith's career has taken off with solo exhibitions, commissions and a contract with Washington Green Fine Art Publishers Ltd, who are part of the Halcyon group, along with Castle Fine Art who have 40 high street galleries all over the UK, 6 being in London.

  • Creative Workshop led by Dorothy Harrison. 'The Creative Journey' - Migrating to the 'right brain'. A workshop on the idea of a creative journey, it's risky and totally unpredictable, but so much more fun.

Throughout the evening artists will have the opportunity to network and exchange ideas and information.

Refreshments will be available free of charge.

To book a place at this free event and for a copy of the evening's full agenda, please contact Megan Claydon (Museum & Arts Apprentice), email: megan.claydon@shropshire.gov.uk or Tel: 01743 258885

Fwd: Cliffe Garden Club - September Meeting

Message from Margaret Lycett, Cliffe Garden Club.

September Evening meal at Moor Farm

We have hardly got over the wonderful evening at the August Evening at Moor Farm which celebrated the Olympics by each of the five courses being connected to a recent Olympics:

After a welcoming Brazilian cocktail we were treated to a national dish from

Course 1 - Greece (Athens 2004)

Course 2 - China (Beijing 2008)

Course 3 - Brazil (Rio 2016)

Course 4 - Australia (Sydney) 2000

Course 5 - UK (London 2012)

Then to finish it was coffee or tea and Gold Medals all round

So much imagination and planning these scrumptious meals - if you haven`t already, make 16th September a night to remember
